The Two Key Limits

In MV, your ability to raise rent depends on location. Most of the state follows the standard 20% cap. However, "strained housing markets" have a stricter 15% cap.

The 15% Cap Limit (Kappungsgrenze)

In Rostock, Greifswald, and 8 Baltic Sea towns, you can only raise rent by 15% over three years. This applies up to the "local comparative rent" (Mietspiegel).

The Rent Brake (Mietpreisbremse)

The rent brake applies to new leases, mandating that rent cannot be more than 10% above the local comparative rent. It is active in Rostock, Greifswald, and high-demand tourism zones.

Cap on Rent Increases (Kappungsgrenze)

When relying on the local comparative market rent (ortsübliche Vergleichsmiete) to increase rent, landlords are strictly bound by the statutory rent increase cap (Kappungsgrenze) defined in § 558 BGB. Generally, this limits rent increases to a maximum of 20% over a three-year period. However, in regions designated as having a strained housing market, Mecklenburg-Vorpommern state ordinances may reduce this cap further to 15%, preventing rapid rent escalations and protecting tenant stability.
