Mandatory Rental Disclosures in Cyprus
Unlike some countries that mandate extensive lists of disclosures (e.g., lead-based paint, asbestos, or flood zones), Cyprus demands fewer statutory disclosures, though the ones required are highly critical.

1. Energy Performance Certificate (EPC)
The most heavily enforced mandatory disclosure for renting a property in Cyprus is the Energy Performance Certificate (EPC) (Πιστοποιητικό Ενεργειακής Απόδοσης - ΠΕΑ).
Under EU Directive 2010/31/EU (which is fully integrated into Cyprus law), whenever a building, apartment, or residential house is:
- Offered for sale or for rent,
The landlord is legally obligated to obtain an EPC and present it to the prospective tenant (Section 12 of the relevant Law). Furthermore, the property's energy efficiency rating must be clearly stated in all commercial advertisements (e.g., listings on real estate portals).
2. Certificate of Final Approval
Although often overlooked in standard practice, in order for a property to be rented legally and occupied safely (or to have electricity properly transferred), it must possess a building permit and a Certificate of Final Approval (Πιστοποιητικό Τελικής Έγκρισης) issued by the Town Planning Department or Local Authority.
Renting out a newly constructed or heavily modified property without this certificate can be classified as a criminal offense. Tenants have the legal right to request evidence of this certificate before signing a lease.
3. Building/Management Committee Rules
If the apartment is located within a multi-unit building or complex (Commonly Owned Building), the landlord should explicitly disclose:
- The Management Committee Rules (Κανονισμοί Διαχειριστικής Επιτροπής) that govern daily life in the building.
- The expected amount for Common Expenses (Communal fees for cleaning, elevators, pool maintenance).
- Whether pets are allowed (which usually depends on the specific building's regulations).
If the building does not have uniquely drafted regulations, the "Standard Regulations" defined under the Immovable Property Law (Cap. 224) will automatically apply.
